The Web impact factor (WIF), for example, is the online counterpart of the journal impact factor. This paper reviews how this link-based metric has been developed, enhanced and applied. Not only has the metric itself undergone improvement but also the relevant data collection techniques have been enhanced. WIFs have also been validated by significant correlations with traditional research measures. Bibliometric techniques have been further applied to the Web and patterns that might have otherwise been ignored have been found from hyperlinks. This paper concludes with some suggestions for future research. Two subject portals for social sciences have been selected as objects for the study: Sam Webb at Gothenburg University Library in Sweden and Bisigate at the Aarhus Business School Library, Denmark. To show how to capture the local user' views and requirements in the development of portals, this article explores the results of the analyses targeting one of the selected institutions, Gothenburg University's Department of Political Sciences. The study produced various types of lists as well as maps for monitoring the research and publication pattern of the department. These reports allow exploration and visualization of the research results of the institution in a form that is easy to read and understand for portal users. The content of the lists and maps was designed to provide information about which journals are relevant for the ongoing research activities in the department, and to identify useful links to professional institutions, organizations, persons, most cited publications, and authors. The study gathered quantitative data to measure how well the information resources of the portals match the research profile of the institutions. AUTHOR(S): Vinkler,-Peter SOURCE (BIBLIOGRAPHIC CITATION): Journal-of-the-American-Society-for -Information-Science-and-Technology. 2004; 55(5): 431-435 ISSN PRINT VERSION: 1532-2882 PUBLICATION YEAR: 2004 LANGUAGE: English ABSTRACT: The Garfield (Impact) Factor (GF) is one of the most frequently used scientometric indicators. In the present article it is shown that the main factors determining the value, of the mean of representing a set of journals are the number of articles published recently (articles referencing) Sated to those published in a previous time period (articles to be referenced) and the mean number of references in journal papers referring to the time period selected. It has been proved further that OF corresponds to the mean chance for citedness of journal papers. A new indicator, specific Impact Contribution (SIC), is Introduced, which characterizes the contribution of a subset of articles or a journal to the total impact of the respective articles or journals. The SIC index relates the share of a journal in citations divided by that in publications within a set of papers or journals appropriately selected. It is shown, however, that the normalized GFs of journals and the normalized SIC indicators are identical measures within any set of journals Selected. It may be stated therefore that Garfield Factors of journals (calculated correctly) are appropriate scientometric measures for characterizing the relative International eminence of journals within a set of journals appropriately selected. ft Is demonstrated further that SIC indicators (and so GF Indexes) correspond to the (number of citations per paper) indicators generally used, within the same set of papers. Jun 2004; 36(2): 95-103 ISSN PRINT VERSION: 1057-2317 PUBLICATION YEAR: 2004 LANGUAGE: English ABSTRACT: Bibliometric attributes, including formats and recency of citation, have been used to obtain a content analysis of Ife Psychologia from its inception in 1993 to 2002. The data on geographical spread of authorship and subject matter coverage from the 20 issues published were subjected to the Bradford Statistical Model. The results indicate that Ife Psychologia is a multi-disciplinary international journal that has been able to continue publishing in spite of the problems afflicting journal publishing in Africa. A total of 382 authors from 26 countries contributed to the journal, with foreign authorship rising from an initial average of 21.7% in the first 6 years to around 52% in the last 4 years. Subject matter coverage spanned over 14 fields, including psychology, education, sociology and mental health. Journals (47.7%) and books (45.2%) constituted the most cited works by authors. Though cited works were not all that current (only 20% under 5 years of publication), the incidence of authors' self-citation was minimal, being 5.3% overall and just 1.2% for the journal's self-citation. The study provides a good testimonial for the inclusion of the journal in the suite of African Journals On-Line and should assist in strengthening its editorial management. The paper focuses on the list of 10,000 top-cited authors in computer science available as part of CiteSeer. Using data from several consecutive lists a model of how authors accrue citations with time is constructed. By comparing the rate at which individual authors accrue citations with the average rate, predictions are made of how their ranking in the list will change in the future. A total of 22,144 documents dealing With Aspirin and published in journals covered by MEDLINE during the years 1965-2001 are studied. The research profile of Aspirin over the 31-year. period Is analyzed through Aspirin subheadings and MeSH indexing terms Half of the documents had Aspirin as a major indexing term, being the main aspects studied therapeutic uses (28% of the documents), pharmacodynamics (26%), adverse effects (18%), and ad- ministration and dosage (10%)L A frequency data table crossing indexing terms x years is examined by correspondence analysis to obtain time trends, which are shown graphically in a map. Four time periods with a different distribution of indexing terms are identified through cluster analysis. The indexing term profile of every period is obtained by Comparison of the distribution of Indexing terms of each cluster with that . of the whole period by means of the Chl-2 test. The research profile of the drug tends to Change faster with time. The most relevant finding is the expanding therapeutic profile of Aspirin over the period. The main advantages and limitations of the methodology are pointed out. The Impact Factors of a sample of journals have been collected from Journal Citation Reports (JCR) provided by ISI. Changes in the Impact Factors were monitored annually over two periods, 1994-1995 and 2000-2001, the years before and after electronic journals appeared. The collected Impact Factors of scholarly journals from these two periods are compared in the available media. As a result, it is found that Impact Factors of 2000 and 2001 were significantly higher than those of 1994 and 1995 in the journals published by parallel publishing (combination journals - simultaneous publication of paper and electronic journals). In particular, the Impact Factors of the combination journals increased after the journals transformed their available media from paper journals to combination ones. By contrast, in the case of paper journals, there was no significant difference between the Impact Factors of 1994 and 1995 and those of 2000 and 2001. Additionally, it is possible to infer from later analyses that the citation rate is not changed by the available media in the authoritative journals which have comparatively high Impact Factors. In journals with low Impact Factors, on the other hand, the available media influences the citation rate. Presents a comparative study of Nigerian LIS articles published in foreign and local LIS journals based on a search of the Information Science Abstracts (ISA), Library Literature (LL), and Library and Information Science Abstracts (LISA) databases from 1968 to June 2002. Finds that a majority of Nigerian authors published in foreign LIS journals since the early 1980s. Asserts that owing to the difficulty encountered in accessing foreign journals in Nigeria, publishing Nigerian LIS research in foreign journals deprives the nation of the benefits of utilizing these research results for solving LIS problems in Nigeria. Examines the practice of Nigerian researchers publishing in foreign journal titles. Highlights the problems associated with local access to these foreign journals, and considers the implications for the growth of the LIS profession in Nigeria. Concludes with suggestions to encourage local publishing of LIS research in Nigeria. Other considerations include the amount of review or other types of material published in a journal, variations between disciplines, and item-by-item impact. Although the impact factor has been used for years to evaluate journal quality, its appropriate use involves understanding its limitations. Experience has shown that in each specialty, the best journals are those in which it is most difficult to have an article accepted, and these are the journals that have an impact factor. These journals existed long before the impact factor was devised. Suggests that researchers must all be sure to cite their colleagues, even when they are intellectual competitors, since this both influences the citation indexing calculations and increases the likelihood that allied journals will be carried by ISI. Further indicates that the institutions that provide the framework for research are important, complicated, and difficult to change, but most definitely worthy of researchers' attention. Researchers and practitioners need each other, and the systems that undergird their professional work need to support rather than inhibit that interaction.
